The first meeting was organizer under the aegis of the Variety and Seed Industry Development project, which is implemented by FAO and MAIL with founding from European Union, with the chairs and participations of H.E. Ghulam Mustapha Jawad, Technical deputy Minister – MAIL, Mr. Abdul Ghafar Ahmadi – Head of PPQD – MAIL, H.E. Pir Mohammad Azizi, Deputy Minister – MAIL, Dr. Zewdie Bishaw, ICARDA, Eng. Mirdad Panjsheri, Chief Advisor & National Seed Council Chairman – Dr. Samuel Kugbei – FAO Seed Project Coordinator – Mr. Jean-Louis Duval – FAO Association Seed Expert – Prof. Musa Fariwar – FAO Legal expert.
The General Assembly has reviewed and approved the Articles of Association.
Thirty two (32) companies or organisations have applied for membership including thirty ordinary members and two associate members.
Nine members of the board were elected representing the different regions of the country.

The new board of directors had his first meeting 20 October 2008 in his new office in the National Seed Secretrariat - Badam Bagh – Kabul.
The board members took different decision:
Saidajan Abdiani has been elected president, Abdul Haleem Noor - vice president, Mohammed Qasem Dehqanpoor - tresurer, Mohammad Shafi - secretary of the board.
